Good Comment

There are many kinds of spammer, there are spam with mail and spam on comment box. Some blogger use comment box at other website or blog to promote their own website. I think this is bad behavior, many blogger leave comment that irrelevant with post topic. If you want promote your website or programs you can do it after you make a comment about the post or article, then you can place your link after comment.
